Whatever happened to school lunches? (Larry Cuban with an extra example)

I live in a region with a long tradition of having warm school meals, while in another nearby province, this is not the case. The reason dates also back to 2 centuries ago, as many people in East- and West-Flanders in cities as Ghent worked in the textile factories, often also the mothers of the pupils. Warm meals in school were important to ensure that the children were well-fed enough. But in Antwerp, many people worked in the harbour, jobs often done by only the fathers, with the mothers staying at home, making it possible to have warm meals at home.
